On a small number of older vehicles there is an on-board procedure involving the ignition and the door locks, and where that exists we will tell you rather than charge you for it. On anything modern, and on every push-to-start system, the pairing has to be written through the diagnostic port with equipment that speaks the manufacturer's protocol.

Because the car does not know it. The engine will not start unless the chip inside the key answers a challenge from the immobiliser correctly, and a new fob is not yet on the vehicle's list of accepted keys. Until it is programmed it is a piece of plastic with buttons.

If the range shrank gradually over weeks, almost certainly yes, and a CR2032 coin cell costs about four dollars. If it died suddenly, or a fresh battery changed nothing, the fob or its pairing has failed. Cold weather brings forward failures in cells that were marginal already.

Some platforms hold a deliberate security wait before accepting a new key, and that time is built into the quote you were given.

Not normally. Adding a key leaves existing ones in place. Where every key is lost, all previously known keys are cleared from the vehicle deliberately, which is the correct outcome — a key you cannot account for should not still start your car.

Yes. Proximity fobs are paired, tested and range checked, including confirming the vehicle recognises the fob in a pocket rather than only against the reader. Most manufacturers are covered; a small number of 2020-and-newer platforms sit behind a manufacturer security gateway and have to go to a dealer, and you will be told that before anyone drives out.

Usually the transponder side has failed while the radio side still works, which is why the doors respond but the engine does not. It can also be the immobiliser antenna ring around the ignition, or the ignition cylinder itself. Describing what the dashboard lights do when you try to start it usually identifies which — if it turns out to be the cylinder, that is ignition repair rather than a fob job.
